This year, Kasich plans to take his speech to Lima, Ohio, in Allen County, with a white population (U.S. Census Bureau) at 84.4%.

Is Gov. John Kasich purposely taking his state of the state speech to primarily to counties with a larger percentage of white people? Just saying..... Kasich is preaching to his base.
