More Tweets Than Legislation

I just noticed that Republican Rep. Bob Latta (OH-5th) has another Twitter account. How is Latta able to maintain two Twitter accounts, one for his campaign and one for his constituents/supporters? Seriously. Why does this guy have so much time to "tweet" on two accounts? Shouldn't Latta be reading and writing legislation instead of quoting stories from the Wall Street Journal? Is Latta so sure of his own re-election that he spends little time doing actual legislative work?
