When there are problems with our armed services, the buck stops at Sec. of Defense Donald Rumsfeld's desk. He has mismanaged the war in Iraq, and he continues to do so. Service members still have not been reimbursed for paying for their own body armor, even though the defense dept. was ordered to do so last year. Why hasn't it happened? A better question might be -Why won't the defense dept. supply every service member with body armor in the first place? The defense dept. has managed to hand out our tax money to every defense contractor without question, but they can't pay our troops on time or reimburse them for the body armor.
