Where was John Bolton?

In today's New York Times http://www.nytimes.com/2005/09/19/international/asia/19cnd-korea.html?hp&ex=1127188800&en=2323686f0fc10326&ei=5094&partner=homepage "North Korea agreed to end its nuclear weapons program this morning in return for security, economic and energy benefits, potentially easing tensions with the United States after a three-year standoff over the country's efforts to build atomic bombs."
WHY DID THIS HAPPEN? John Bolton had previously been assigned to work on the North Korea nuclear weapons problem, and now he is at the UN. Bolton apparently has some special impact on people no matter where he works. With Bolton out of the picture, North Korea was ready to get serious.
